Participation in the Survey

The completion of all IPEDS surveys, in a timely and accurate manner, is mandatory for all institutions that participate in or are applicants for participation in any federal financial assistance program authorized by Title IV of the Higher Education Act (HEA) of 1965, as amended. The completion of the surveys is mandated by 20 USC 1094, Section 487(a)(17).

The Department of Education relies on postsecondary institutions to accurately report data to IPEDS, and nearly all institutions do.  Institutions themselves sometimes identify misreporting issues and work with ED to correct those problems without the need for further action by the Department.  The Department is concerned about any instances of intentional or significant misreporting.  Under these circumstances, the Office of Federal Student Aid may take administrative action to appropriately address the issue.

Each year, the Office of Federal Student Aid issues fine notices to institutions for not completing their IPEDS surveys in a complete and accurate manner within the required timeframes. Other institutions are sent warning letters. According to the Office of Federal Student Aid, an institution’s failure to complete and submit these surveys is a serious violation of its obligations under the Higher Education Act, and appropriate action will be taken.

If your school has closed:

  • If the school closed before July 1, 2018 you do not need to submit any data. Please contact the Help Desk (1-877-225-2568 or with this information.
  • If the school closed (or is closing) between July 1, 2018 and June 30, 2019: Submit data for this year and contact the Help Desk with the institution’s closing date.
  • PLEASE NOTE:  Your school cannot be closed in IPEDS until it has been closed in the Title IV Postsecondary Education Participation System (PEPS) database.  The same is true with any type of loss of eligibility.  Please work with your Federal Student Aid Case Team to make sure your institution's status is correctly reflected in PEPS.  Until your institution is closed or ineligible in IPEDS, you are responsible for reporting all applicable IPEDS data.

Changes in ownership:

  • Lack of records due to a change in ownership does not excuse institutions from their obligation to report IPEDS data. It is the responsibility of the new owners to ensure that they have all the information needed to file the required reports, even if the time period being reported for occurred prior to their assuming ownership of the institution.
